PCS is an electronic platform that connects systems managed by many different organizations that makeup the port community. PCS provides a variety of services such as easy, fast and efficient exchange of information, electronic processing of customs declarations and all information on import and export of cargo, etc. The system will facilitate port operations and the exchange of information at the port, while ensuring a high level of data quality and integrity.
Main Objective: Create an organizational, communication and information infrastructure for the implementation of the strategy for e-government in the field of maritime transport for effective and transparent interaction between the stakeholders from the public and private sectors involved in the maritime transport chain, in accordance with the principles, norms and the good practices of the European Union.
Specific objectives:
- Construction of the Integrated electronic service system based on the “Single window” principle, which will manage the information flows of data exchanged between the interested parties from the public and private sectors involved in the maritime transport chain, through a common interface;
- Design and implementation of a platform for digitization of information and transition to electronic data exchange, excluding the processing of paper media during visits and servicing of ships in Bulgarian seaports.
Expected result: The implementation of the project will contribute to a higher level of coordination and integration between the involved stakeholders, as well as interoperability between different data sharing systems. The PCS built within the project will harmonize and standardize the exchange of information between the commercial and administrative stakeholders involved in the maritime transport chain through a unified (unified/standardized) data transmission using a common interface, reducing the time required to complete each process. As a result, fast, reliable, paperless and efficient transactions will be ensured, which will reduce the administrative burden, non-productive stay of ships in seaports and contribute to the improvement of environmental conditions by reducing emissions.
Project activities:
Activity 1: Development of a system project – review of the analysis of the current situation (As-Is) and the description of the future situation (To-Be) of functional and integration requirements, etc.;
Activity 2: Supply and installation of hardware and environment – implementation of infrastructure, including configuration of all necessary environments (Development, Testing, Production) and a detailed list of necessary equipment and solutions for the project implementation;
Activity 3: Implementation of specialized Software – implementation and configuration of the software – the result of Activity 1, development of PCS application in the development environment – Development, testing of applications in Development and Testing environments of the Contractor in accordance with the quality assurance procedures of the Contractor's software;
Activity 4: Testing for the acceptance of the system by the users and training of the users of the developed system – installing the PCS application in the test environment and conducting the acceptance and performance tests, training;
Activity 5: Commissioning of the PCS system – installation of PCS (deployment) in a productive environment, system configuration, commissioning of the system (Go-Live) and final signing and submission of the system “handover sign off”;
Activity 6: Publicity, information and communication;
