The project is a consultancy service, providing the management of the Bulgarian Ports Infrastructure Company with highly qualified consultancy support for the preparation of a project for shore power supply to ships in Bulgarian river ports under the Transport Connectivity Programme (TCP) 2021-2027. The project will be implemented in the ports of Ruse, Vidin and Lom in order to increase their level of competitiveness and accelerate the transition to OPS services for shipping users.

The project expresses the need to accelerate efforts to address climate change, improve port safety and efficiency, promote the transition to clean energy of inland waterway transport services provided in port areas, and address new conditions arising from technological power outages in the project implementation area. The project is compatible with the provisions of Directive 2014/94/EU on the deployment of new facilities and technologies with regard to the use of shore-side electricity as an alternative energy source and with the EU Paris Agreement as an Energy Union strategy to reduce greenhouse gas emissions, as well as with the proposed Regulation on the on the deployment of alternative fuels infrastructure and repealing Directive 2014/94/EU.

Main Objective: to provide the necessary technical assistance for the implementation of an investment project for the construction of shore power supply for ships in Bulgarian river ports, which will support the Bulgarian Ports Infrastructure Company as a beneficiary in the preparation of the investment project for the next programming period.

  

Specific objectives:

  • Preparation of a feasibility study and analyses related to the implementation of the project in the next programming period 2021-2027;
  • Preparation of a comprehensive package of documents for the implementation of the investment project for the next programming period 2021-2027.
  • Expected outcome: Provision of highly qualified technical assistance for the preparation of the investment project for the construction of shore power supply for ships in Bulgarian river ports.

 

The project incorporates the following activities:

ACTIVITY 1: Preparation of a feasibility study for the implementation of the project "Construction of shore power supply for ships in Bulgarian river ports";

ACTIVITY 2: Preparation of a Cost-Benefit Analysis (CBA)/Project Socio-Economic Effectiveness Analysis/Cost-Effectiveness Analysis or other similar tool applicable for the period 2021-2027 and Analysis of the applicable State Aid regime;

ACTIVITY 3: Preparation of documents related to environmental procedures, in particular for activities concerning the implementation of preventive environmental mechanisms (EIA), to the extent applicable;

ACTIVITY 4: Investigation of the possibilities for renewable energy production in Bulgarian river ports;

ACTIVITY 5: Preparation of the TCP 2021-2027 application form and complete design/engineering public procurement package;

ACTIVITY 6: Project management.
