Port Community System (PCS) general vision will be presented to stakeholders – experts from state institutions and representatives of the maritime business by the Director General of Bulgarian Ports Infrastructure Company (BPI Co.) Anguel Zabourtov. The closing press conferences of the project Feasibility Study on Development of Port Community Information System of the Bulgarian Ports (Port Community System – PCS) will be held on 20.06.2018 (Wednesday) in Varna and on 21.06.2018 (Thursday) in Burgas.

The project is funded by EU funds from the European Regional Development Fund and the state budget of the Republic of Bulgaria through Operational Programme on Transport and Transport Infrastructure 2014–2020. BPI Co. is a beneficiary.

PCS is a standardized electronic platform for connecting multiple systems managed by different organizations that make up the port community. It is shared – it is created, organized and used by users in one sector, as in the case it is the port. PCS is used to standardize messaging between port community members and centralize all port information into a single system. It optimizes, manages and automates port and logistics processes through a single data transmission linking transport and logistic chains.

PCS development is important for the progress of the Bulgarian ports – it provides effective exchange of information and reduces the administrative burden. The implementation will lead to the elimination of the use of hard copies, interconnecting customs, border police, phytosanitary, veterinary and health control, terminal operators, freight forwarders and carrier. It will facilitate information exchange in ports electronically, saving time and money.

The commissioning of PCS will improve the competitive position of the Bulgarian seaports, facilitate maritime business and improve efficiency of port activities, acting as a neutral and open electronic platform that enables intelligent and secure exchange of information between stakeholders from public and private sector. The construction of PCS is another step forward in the development and modernization of the ports in Bulgaria after the introduction of the e-government in the maritime and inland waterway transport – the Single Windows systems on sea and river.
