Successful Best Practices on e-Government at Sea presented BPI Co at the 18th Conference The Big Changes in e-Governance

Bulgarian Ports Infrastructure Company (BPI Co.) presented as examples of best practices in e-Governance at sea two successfully implemented systems – Real–time Black Sea Monitoring and Single Portal for Electronic Shipping Documents Flow. The eighteenth e-government conference was held on 11.05.2017 in Sofia Hotel Balkan. Representatives of leading world and Bulgarian companies in the field of information and communication technologies took part in it.

During the forum were presented the priorities for development of e-government in Bulgaria, the challenges to the electronicisation of central and municipal administrations and e-government through the eyes of the local authorities.

Director of Strategic Development, Port services and Ecology to BPI Co. Mr. Alexander Alexandrov presented the functioning of the monitoring and information system for the Black sea, realized on the basis of modern GIS software located on powerful hardware. The system is unique of its kind in Bulgaria. It allows real - time data collection from a large number of sources, including the European Copernicus program. It integrates and processes data from sensors to automatically measure the parameters of sea water and atmospheric air. Director of SPD Vessel Traffic Management Authority – Black Sea to BPI Co. Mr. Zlatko Kuzmanov explained the concept Maritime single window (MSW).  The one-stop-shop system allows standardized information and documents to be submitted electronically rather than on paper at a single point of entry. The introduction of the Single Sea portal for Document flow has accelerated the reception and handling of ships and cargo in EU ports and has increased the competitiveness of maritime transport as a whole. The one-stop-shop principle has already been introduced in all Bulgarian ports along the Danube.

The Forum “Big Changes in e-Governance”, emblematic for IT industry, took place for the 18th consecutive time.
